Do you have a surge tank to stabilize the water pressure? These tanks are
downstream of the pressure pump and have an air bubble in them to act as a
spring to steady the water pressure. If they don't have a membrane or
bladder to separate the water from the air the air will gradually be
absorbed by the water and need replenishing in order to maintain the
springiness.
If the air is gone or you have no tank that is the first step to remedy.
Secondly, you can put a pressure regulator downstream of the surge tank.
These can be obtained at a RV supply. They are used to reduce the pressure
from the municipal supply to a lower pressure to avoid damage to the RV
water system. Be sure to get one that can be adjusted to be lower than the
normal pressure of your water system.
