Call the manufacturer of your boat and ask for the design specs of the fuel
tank. They will probably refer you to the manufacturer of the tank. (a
sub-supplier)
It is quite possible that the fuel return line (hose) goes to the bottom of
the tank (lower than the pick up tubes). Then, you could disconnect the
return hose at the engine, and empty the water through it. A small hand pump
used for bleeding automobile brakes (mighty vac) or the hand operated pumps
used to enpty the crankcase oil could be connected to the return line. (the
mighty vac comes with a couple of hose adaptors (diameters). Mine cost me
about $30.
