    Certification and security are two entirely separate issues. Someone bent on
    terrorism is no less dangerous if they are highly skilled at boat operation;
    the inverse would seem to be true.

    What our government bureautypes are trying to deal with is the fact that
    water no longer provides a target buffer; the 'moat mentality' is no longer
    sufficient. How is the best way to deal with it? That seems to be what is on
    the agenda -- which can be found at the DHS website.
