    those nasbla tests are a joke... i looked at the flroida test a while back
    and the questions where so easy that even a 6 year old could guess the
    answers... from what i saw on the naslbla site, they're just a bunch of
    clueless bureaucrats whose expertise seem to be committee creation.

    when you see what's going on the water, it's easy to be tempted into saying
    that licensing and on the water check rides woudl be beneficial. Problem is,
    99% of accidents, mishaps and stupid stunts are caused by negligence or
    stupidity. and all it takes is a 30 minute drive in your car to see that
    licensing doens't create better drivers...

    any boat licensing will just be another layer of bureaucracy...

    take USCG licenses... someone can get a six pack or even a master and be
    unable to safely operate their boat...
