You know. At 1st I was wondering if this was really the NASBLA type
certification certificates that many states now require (one time payment of
say $10 and good for life after some fundamental training and a short test).
So, I went to www.nasbla.org just for fun and found two files listed right
on their top level webpage:

http://www.nasbla.org/pdf/Model%20Acts/new/Operator%20Licensing%2092105.pdf
The 1st one was adopted in 1987, and is the model that has been followed by
states for the above mentioned certificates.
But I guess that good is not good enough.... Read the 2nd one. It was 1st
proposed in 1994, and it is full renewable licensing...
I understand that NASBLA is a type of lobbying organization. I do know they
have been effective in getting certificates in place, and guess it can only
be time until they get the licensing.
