    As a fresh water recreational boater, I do support efforts to improve
    boaters knowledge. The State of Alabama passed legislation approx. 7 years ago,
    requiring boaters to take and pass a boating safety test before being allowed to
    register or to operated a power vessel. Prior to that, all one had to do was
    to be able to write a check or finance the purchase of a vessel.
    I have 30-40 years of boating experience, all on inland waters, and have
    recently taken and passed the USCG Six-Pack course and the upgrade to Master
    <100 Ton Vessels, just for increased knowledge.
    The Alabama Marine Police is funded entirely from the annual Boat
    Registration.
