Well, I already have a government issued ID (CG License) so that part doesn't particularly bother me.
But based on what I see out on the L.I. Sound each weekend I surely wouldn't mind seeing some sort of mandated proficiency test. Again, and this is obviously highly subjective, from what I can tell, probably 30% or more of what I see behind the wheel out there would flunk a proficiency exam.
I can't wait to hear the argument against a proficiency test <LOL>!
As for licenses, you need one to operate a car or fly a plane, why not be required if you're taking a motorized vessel out on public water? A license to operate a non-motorized vessel shouldn't be necessary, though. You'll probably not going to get into too much trouble in a rowboat or canoe and if you're in a sailboat without a motor you're not going anywhere anyway unless you've got some amount of proficiency with the boat whether it's a Sunfish or a non-motorized cruising sailboat.
Didn't the Pardy's (or someone) sail for years without an engine?
