OK.. here is the story
A number of years ago, a retired fisherman lived down the road from the
marina. Small house, good sized property. He made these incredibly beautiful
salt sailboats. Ie: he sculpted a sailboat from wood, put on some rigging,
submersed it in a saline bath, and over time, salt crystals formed on all
the surfaces and the finished product was a snow (salt) white model of a
sailboat, as beautiful and whimsical as anything Walt Disney could have
dreamed up.
As sometimes happens, he died. The house and land were put up for sale. The
new owners demolished the little house and built a 5 story apartment house.
The demolishment, digging, foundations, structure, finishing, took about
three years. It was done after obtaining a city building permit. The city
obviously knew that a building was being constructed.
The street in front of this new building was to be straightened and widened
a bit, the traffic light on the former corner was to be moved. However,
getting any municipal (city) work done is a very slow process. the results

I can only imagine the scenario of the city workers knocking on the door of
the apartment once every 6 months ... "Hi, can we use your balcony for a few
minutes? We'd like to clean the lens on the light!"
