    No.

    A Buck/Boost X'fmr handles only that amount of power defined by the
    difference in the voltages in question.

    Typically, most Buck/Boost X'mrs have either a 12/24 or a 16/32
    secondary along with a 120/240V Primary.

    Any decent X'fmr handbook will give you the math for determining req'd
    size as well as connection diagrams.

    BTW, Buck/Boost X'fmrs do not necessarily provide isolation.
