    I suspect the power washer used was at the low end of the power washer
    spectrum.

    What you need is at least a 3,500-5,000 PSI unit.

    A self contained unit will probably have a 75-100 HP diesel driving the
    pump.

    Check out the contractor equipment rental places in your area, or even
    tank cleaning contractors.

    Expect a rental fee of $200-$300 for the day.

    Personally, I'd hire a tank cleaning contractor with a good operator.

    They are a marvel to watch at their work.
