    Remember Ed Kelly saying you should check with a lawyer? You'll find that
    different states have different ways of deciding residency. Texas says "your
    domicile is where you believe it to be". It's not only the "elite". Some years
    ago some homeless people tried to register to vote in Austin, claiming their
    domicile was "under the I-35 bridge". They were denied the right to register,
    sued, and won. That was where they believed their domicle to be.

    My domicile (legal residence) is Texas - actually my boat. My license is
    there, I'm registered to vote there. Occasionally, I am there. Even though I have
    a house in Missouri and spend a lot of time there, I make sure I do nothing to
    establish residency there. Like register to vote, buy a resident's fishing
    license, claim any tax benefits there. Strangely, I can title a car there, I
    just can't buy tags for it. However, in Texas, I can't title a car unless I have
    insurance and buy tags for it. Guess where the old Dodge I plan to fix up
    someday is titled?

    Missouri says if you maintain a permenant home in the state and spend more
    more than 180 days in the state, you must file your state income tax as a
    resident. Still doesn't make you a resident, though. (this allows them to tax any
    income you make in another state.)

    If you were to move to Texas, you'd have to title and tag your cars there
    BEFORE getting a license there. In Missouri, you must get your license there
    before you are allowed to get tags there.

    To make it more strange, I have boats registered in 4 states.

    Anyway, you need to check out the laws that apply to where you plan to
    "reside".

    By the way, Bush didn't rent the room, he just claimed the address.
