If I were him, I'd also try to have the vessel registered in some port
from Nevada (in a Canadian analogue, I contemplated registering my boat
in Alberta for tax purposes and discovered that there is, in fact, a
Port of Edmonton, but then decided that it was better to stick with
Ontario to make voting easier, and have better health insurance).
