Every cop that has invaded my vessel has demanded to see the "registration" which is state issued. This shows you have paid the protection racket money and the government knows of your existence. This is in addition to the federal document, if any.
The impression I get is that all members of the establishment insist that one be "registered" in some way or one will be considered to be an outlaw.
One's "un-registered" condition is indicative of the desire to be anonymous to pursue criminal intent and/or avoid paying to "Ceasar that which is Ceasar's".
In order to be "rootless" I suggest you would do best to have two personas, one "registered" with official papers that looks legitimate, and the other any way you want. The official persona will be used to interact with the government and their agents, and the other to interact with the sort of world you really want to be part of.

Thanks for all the mail drop information.
I was also wondering, if a person were willing to give up driving and voting and wasn't particularly interested in regular mail, how much disconnecting from the establishment could he do before the establishment took exception?
I know that I would want to pay income taxes. Does anyone know if this requires an address? When I was in the navy I [sometimes] filed state income tax forms, but I wasn't required to pay any tax since I spent no and had no income in time in the state for which I filed. And I'm pretty sure I didn't file with any state some years.
Is it functionally illegal not to live in a particular "place".
