    Isn't this toilet below the waterline? 'holding prime' should not be a
    problem , the toilet is lightly 'pressurized'.
    Is there any chance that something is blocking the inlet hose? Close the
    valve at the throughhull, take the hose off the pump put it in a bucket,
    open the valve. It might just be a plastic bag caught in there,

    Ditto with the outlet hose.

    There is a valve at the base that looks like the mouth of a 'lamprey' It
    should be de-scaled from time to time as I believe it is the 'flap valve'
    that directs water flow in and out.

    I take mine apart about once a year. Soak in vinegar to get off the scale,
    soak in Varsol (paint thinner) to make it flexible and oil with olive oil
    (hey, the boat is in Spain). We also put a tablespoon of olive oil into the
    almost empty bowl and pump a bit to get the oil into the 'mechanics'. We do
    that at least once a month.
