I looked at the item you mentioned but couldn't tell much.
I have used a residential style instant propane tankless hot water heater for decades without significant problems.
Google AquaStar and Paloma, I have owned both. I like the AquaStar, but the Paloma may have improved. Consumers Reports downgraded it because the pilot used a lot of gas, but that may be fixed or you can just light it when you want hot water.
There is some controversy, but I have found from personal experience that venting is not needed, any more than venting is needed for a gas galley range.
