    Not Florida alone... just got back to Puerto Rico from Illinois and found a
    letter
    from the local DNR in my mail box - $100.00 fine for not displaying a
    current
    sticker on my boat. Never mind that the boat is in a private marina and the
    sticker had been paid for, I just wasn't there to attach it. Government here
    is
    broke, schools had to close a month early last year because they couldn't
    pay
    the teachers, so collecting fines is what's called "revenue enhancement".
