lv-ab: Anchoring in Florida

This may be old news. I was chatting recently with an old friend of
mine (at my 50th HS reunion) about the issue of anchoring
restrictions in Melbourne (she lives in Melbourne and has been a
long-term cruiser until recently). I shared with her some of the
list discussion. She did some local research, responded, and
directed me to the SSCA website -
    http://www.ssca.org/anchorrights.pdf. That "document" seemed pretty
clear to me. As a resident of Melbourne, she was a bit embarrassed
that her home town seemed to be so inhospitable to cruisers.
