you can ignore this ruling. It is rarely invoked or even
checked and then
only in cases of magnitude.

Actually before the regulations were changed it was
enforced. Now US documented recreational vessels may be
operated by foreigners. (46 CFR 15.805)
However, they may not be owned by foreigners. So state
registration is the only option - and a preferable one, if
it works, as it eliminates much paperwork and possible
fines for failure to report as required.
