You don't say if this boat is registgered in the US or has a foreign
registration.
If foreign see Lee's post.
If the boat is registered in the USA, it doesn't need a cruising permit -
just you need a visa for 1 year.
If it is registered with a State, there should be no problem with ownership
or operating.
If it is registered with the USCG, there may be a problem with foreign
ownership - I'm not sure - and it has to be operated by a US citizen however
you can ignore this ruling. It is rarely invoked or even checked and then
only in cases of magnitude.
