    What exactly are the waters under this legislation? I'd like to pull up
    a NOAA map of the area.

    No one should be penalized for parking in front of any mega mansions or
    other waterfront houses.

    But depending on the size of the region and other considerations perhaps
    it may be possible to come up with a requirement to move once every 3
    months, for a specified distance or time?

    I'm think a time equivalent to a season, which would not be cumbersome
    for most of us at all, but which would catch the truly abandoned, or the
    floating junkpile. (I know some cruising boats may look like that to the
    non sailor. But this is not about appearance, but rather a thing that
    barely floats, may once have been a boat, or not, and is truly not going
    anywhere, or could under any sort of self control.)
