    The root of the problem has been threefold: trash boats that show up in a harbour covered in crap, looking like junkheaps; boaters who anchor out in front of someone's megamillions mansion and overstay; boaters who anchor out and don't respect the landowner's rights, perhaps by trespassing when they land.
     It's one thing to anchor out while underway and be gone in a day or two. It's another thing to anchor semi-permanently in front of someone's house and live your life in front of their living room window. There has to be some balance.
     No matter how this all comes out, someone won't be happy about it. However, if we define, carefully and with forethought, what the worst of the problems are and how to resolve them, then the worst of our problems will be solved along with them.
     Might I suggest a committee of membes who will look over the many suggestions and propose solutions, wording, etc. which Melbourne (and other cities) can use and have them present this solution to Melbourne?
     We have some good minds here, let's use them.
