Some other steps possible:
1) call your local tv station and ask them to put a camera crew
on the watercop's activities and have them interview the folks who are
subjected to their outlandish enforcement.
2) complain to the local congressional office, some are
surprisingly competent.
3) call the local economic development director and complain on
your basis as a tourist bringing dollars into their community.
long shots but sometimes the cold light of public opinion can work
wonders.
