I am not familiar with your complete situation (like why are you needing to
stay at this particular anchorage), but it seems since your budget is tight
that avoiding the situation would be the best idea. This may not be the
option you want ... but why not move to another anchorage?
Did the guy see you talking to the police or did the police talk to the guy?
