    The policeman realized he wouldn't win in court. Whether he will change his
    behavior is another question. Norm likes to stay in St. Augustine so he
    doesn't want to be singled out any further. This is the practical side of
    the matter. He could become a developer in Florida and get what he wants!

    | over them, and a courtroom outside their jurisdiction (did you fail to
    | appear because you were arrested for vagrancy right outside the
    | courthose again??). Bad cops know all sorts of ways to make your life
    | miserable; the retaliatory ticket barely scratches the surface.
