I second that.
It seems they can harass you, threaten you with an increase in the fine if
you complain then make you expend your resources to jump through their hoops.
And when you do and they know they can't win or intimidate you any more,
all they have to do is not show up in court and it all goes away?
I bet they pull the same s**t on a lot of citizens.
