The problem is no accountability. No accountability = repeated
/spreading behavior. A civil lawsuit against the state or state
agencies is different in many respects than the many frivolous or greed
motivated suits that plague the US. The most important area it differs
is that it actually benefits society if it is a just cause being fought
for.

Why is it when anyone is slighted they immediately think of lawsuits?
Sure the cop was surly and officious and it cost Norm a few hours in
court to prove him wrong. But Norm got the justice he deserved in the
end. It was a bit of a hassle, but to respond with a lawsuit!!!! GMAFB.
