Only swaged portion is discarded. The vinyl increases the apparent diameter
you are gripping. If you forgo vinyl, you should increase the diameter of
the wire so it doesn't slice your hand. I don't think 7x19 wire in this
application will develop "meathooks," but with vinyl, that is not a concern.
