    Hi Tom,

    The radio would transmit at whatever channel is selected, including Channel
    16.
    A moron transmitting a lengthy message for a radio check will do that no
    matter what. At least with the ARC function, the message will be short and
    only once.
    A non-moron watch officer will activate the ARC only while sailing the open
    waters when there are no radar or visual contacts.
    Would you please quote the law that states "radio checks are not legal". I
    am not for or against this, I just don't know if it is a stated law or
    interpreted from the limitations imposed on Channel 16. Also, if radio
    checking on Channel 16 is illegal, how does a vessel verify that she can
    transmit on Channel 16 ?
