Hello again,
Here is a first draft proposed requirements to be sent to the radio
manufacturers :

"Electronic Lookout" function for future VHF Marine Radios.
Intent : To detect the presence of another VHF marine radio located within
the
radio horizon. To broadcast an audibly undetectable signal to trigger an
alarm
on all VHF radios located within the radio horizon.
Requirements :
1. The signals required shall(1) not be detectable at the audio output of a
VHF receiver.
2. The VHF transmitter shall(2) autonomously radiate 156.8MHz carrier for
50uS, repeating
automatically every 5 minutes.
3. When the radio is not transmitting, and the VHF receiver is tuned to
156.8MHz (ie: Channel 16)
the IF amplifier output or another node preferred by the radio manufacturer
shall(3) be processed
and the presence of an incoming RF radiation that persists for 40uS or
longer shall(4) be detected.
4. If the integration function in item #3 above has detected the presence
of a carrier signal
at 156.8 MHz, for longer than 40uS, a SPST dry contact relay shall(5) be
energized
5. The normally open relay contacts shall(6) be accessible from a connector
on the radio.
6. The relay shall(7) de-energize when the radio power switch is cycled off
and back on.

The requirements are written in a military format with numbered shall's, if
you prefer another format please speak up.
I would also like to take this opportunity to apologize to Captain Eric
Thompson and to Captain Arild Jensen. It was not necessary for me to respond
with a flame mail to their criticism. I am asking them to forgive me and
continue with their valuable feedback. This VHF radio detection thing is not
my idea, it is a team effort that would not have started if we did not have
this forum. If Susan Meckley did not say "I got a response every time I
turned on my mast head flasher and called on Channel 16" nobody would have
realized that a cheap VHF radio tuned to Channel 16 is present on just about
every ship's bridge. So let's ask what the mariners before us did not ask
for 100 years. Let's agree on what we want and let's ask the radio
manufacturers to give the customer what they want.
Being a member of this list, listening and participating in discussions is a
very enjoyable thing for me, and I promise to grow up and not be a jerk from
now on.
