    A 3/4" piece of 3/8" rubber or Vinyl hose endwise to the stay, with a
    tiewrap fed through it both ways, looping around stay on one end and high
    voltage wire on the other end. (0=0) This will do the section below
    the insulator, if you need standoffs inside, you could screw a tiewrap down,
    then insert a piece of hose between it and the wire, then tighten it in
    place.
