I'm not the author, but here's what I'd do.
Use a pic microprocessor with a voice chip. The ISD1100, Winbond
Electronics, 28-pin DIP package will give you 10 seconds of audio,
enough to announce the "any stations, this is the Barnacle" or
whatever. The microcontroller is a PIC16F870 (28 pin PDIP package),
running at 4.096 MHz from a 5 volt supply. I'd tap into the mike
connector on the radio for PTT and mike audio input. I'd then either
add a a/d converter to listen to the output of the radio or I might just
have a simple diode/transistor circuit to measure the output from the
radio audio. I'd probably use a *Piezoelectric Transducer to generate a
wakeup alert. The pic can be programmed to send the message out at any
interval and then detect a response by measuring the output from the
radio.
There's not a lot to that circuit. You could also use some other
processors that have a/d and d/a built in. With the variety of
electronics available today, there are a number of ways to skin that
cat. (apologies to my feline friends).
