Technically any time you go foreign you need to have the yacht documented,
not just licensed by a state.
Read the international regs! Vessels visiting foreign countries must be
properly documented in their home country. Exceptions exist for close
neighbors like Canada and Bermuda who will accept state registration in
order to facilitate tourism business.
