I have used a propane fired tankless hot water heater since about 1985. It
    is vented to the outside.

IMHO, the exhaust dangers of these water heaters are overblown.

The tankless propane water heater I have now varies from 29,000 to 117,000
BTU/HR and is vented. The two-burner galley stove I have produces 35,000
max BTU/HR per burner and is unvented.

Both units are in the same ballpark as to BTU and I have never felt in
danger from the combustion byproducts of my galley range. I do plan to
install a hood over it this winter to vent the smoke and steam outside.

It seems to me that the water heater discharges much less heat because the
heat exchanger transfers much more of the heat to the water than the galley
range transfers to the pots and food on it. The flame automatically goes
from pilot to full and back as the water is used. However, I would not use
the water heater unvented because the discharge of the unit is too close to
    the overhead.
