Mac or PC? I use MacENC for the Macintosh. It displays both raster and
vector simultaneously and has many features. Check it out at:

Also, the MacENC software comes with full US coverage of ENC vector
charts for free. He also sells a DVD with the full US coverage of
raster charts for $39.95.
