We can debate at length off line.
But ... when you work with civil servants of any kind, you have to accept
their thought processes. They live by rules, regulations, guidelines. If you
ask your questions in the right way .. insistant but polite, suggesting
solutions or alternatives, and do your homework in advance, you'll get
farther than just accepting what the first 'official' tells you.

I am not suggesting Lee smuggle cigars. I am suggesting that if he were to
bring in a new engine in his luggage and customs did not search his bag, he
would save +/- $600
