In June 2004 I needed to ship an electrical test light (about the size of a
screwdriver) to the BVI from Houston, Texas. Cheapest method of shipping
via UPS was $84 and FedEx wanted $76. Ended up sending it via US Postal
Service for $26. To ship same item to USVI via USPS would have cost only
    about $6.

I had replied to Lee offline earlier. I have used Tropic for full flat rack
loads and was happy. I haven't seen anyone mention Fedex, DHL, UPS as a
possibility. I have used them for repair parts shipped into Jamaica and
found them to be good but I never considered Tropical for small shipments so
I don't know how they compare.
