At least SC has a cap on the tax - about $250 - 300 if I remember correctly.
When I registered our boat with the USCG I used a "home port" of ELY NV
where there is no possible thought that a 75 ton steel boat was ever located
there. There is no restriction on what city you use or if the boat was ever
there. ELY NV also was short and easy to paint on the transom plus a
conversation starter!
But I used my daughter's address in California for a mailing address and the
California State tax people started giving me a bad time for property taxes.
It took about two years of steadily more threatening letters to get them off
my back. I finally got to the stage of "Present one iota of evidence that
this boat was EVER in California or STF up and take me to court."
However in this instance, proving the boat had never been there did
eventually get me out of property taxes which are quite severe in
California. Being live-aboards we had no permanent land address and they
can't just assume that the land-based address you use for mail is the
location of the boat for taxes. Call their bluff and have them provide any
evidence the boat was in SC.

The county where I am living in SC is claiming property tax is due on my
documented vessel registered and used primarily in FL. Apparently they
access the USCG documentation records for owners in this county and claim
that the tax situs of the boat is the owner's address rather than the actual
location. Sounds like hogwash to me and I requested that they inform me of
the where in the SC Code there is anything to that effect. They said they
would get back to me, but I suspect that they will just ignore my protest
and file a lien on the boat if I don't pay. Anybody have any experience
with this?
