Sometimes leaks occur in only one direction.
Many times I have landed up looking at fuel systems, water systems etc, and
found that although fuel or water is not dripping out, when the system is
placed unded negative pressure, air goes in. There are two causes,
"non-return" flaps of flexible material that displace upon change in
pressure, and the fact that air molecules are smaller than water/fuel and
fit through smaller cracks.
It might even be that the steel/bronze of your seacock has gone porous.
Heres the test, bung the skin fitting on the outside, attach a transparent
stiff hose to the inside just ahead of the pump, and apply a vacuum, look
for bubbles. Now find where the air is getting in.
good luck.
