You may wish to look into Ex-Navy Quarters Barges. A shallow draft will
vastly expand your universe of possible dock sites and enable reduced
ownership costs.
I own the Ex-Navy APL-54 and broker the YRST2, both 261' by 50'.

The APL-54 has 32,000sf under roof.
Such a venture might be economically viable if you structured the vessel
user relationships so that "passenger-for-hire" regulations are diligently
avoided. A bareboat charter operating company may allow greater regulatory
flexibility (less burden).
You may wish to analyze the venture as a bit of floating real estate.
