Hey Wanderer,
Running backstays control the tilt and bend in the mast which allows for
fine tuning on a fractionally rigged boat. A must on a racing boat but not
needed on a live aboard or cruiser.
Have a look here: _http://www.harken.com/blocks/fastlight.php_

that is a bit all encompassing and not really correct either - what about
if you are living aboard an old racer or using it for cruising - also running
backstays are not only used on fractional rigs
running backstay are used to SUPPORT the mast - typically so you can use a
smaller section - a more bendy mast
as you so rightly suggested they are there to oppose and triangulate the
forces and bending moment resulting from the use of an inner forestay
for sailing in light winds and in flat water you can take them forward to
the shroud chainplates in heavy weather or in choppy seas for sure you want them
on to stop the mast from pumping i would not remove them all together.

David
