Well, many of my relatives sustained damage in east Texas during Hurricane
Rita. Three of the elderly widows had their homes completely destroyed.
Not one of these relatives is looking for an insurance company to bail them
out of their current homeless situations, nor are they looking for a
governmental handout. The most any of them hope for is the ability to
obtain some form of low interest loan to assist in their rebuilding. With
family roots in this hurricane zone going back to 1810, these folks learned
generations ago that they need to be self-sufficient. It's their land; it's
their problem. If it comes to it, they can fell their own trees and make
their own lumber to rebuild. I have seen some of them do it in years past.
A low interest loan would make recovery easier and faster.
But not all people are so fortunate to be strong-willed or physically
capable. Doesn't society have some obligation to care for those unable to
care for themselves? Those who can barely afford basic living cannot afford
to pay any form of insurance.

We live in a strange society where "personal responsibility" means *someone*
has to be responsible for me (not me, of course), and if there's a natural
disaster, well then *somebody* is to blame, and must be made to pay... :-)
