Yes, that's correct. One whistle always mean you are turning to port or may
turn to port so stay clear that way.
For overtaking, the same applies. The overtaken vessel maintains course and
speed, while the overtaking vessel sounds one whistle to indicate he may turn
to the right to pass on the overtaken vessel's starboard side, with two blasts
indicating the overtaking vessel may turn the to left in order to pass on the
other fellows port side.
