Sometimes you can get a pilot hole started by using what I know as a
centering drill.
It is a drill with perhaps a 1/2" body with a short drill point
extension, say 3/8" max. The drill point is maybe 1/8-3/16 dia.
Definitely an industrial, not a DIY item.
