    I also have a Volvo on my Liberty 28. Last year the cooling water
    stopped flowing and the engine heated up immediately. The local guru
    told me that it was the impeller - which I had just changed.
    Turns out that the strainer (which is mounted above the water line) had
    a leaky top gasket, so there was not enough suction to pull in the water.
    I took off the cover from the strainer and kept filling it with a water hose
    while running the engine to verify that there was no other obstruction in
    the system.
