Dont bet any money on that! And as far as I know ther is a transfer of
funds from the chart company to the government.
Maptech in the US and NDI in Canada have a contractural agreement with their
respective governments that specifically gives them the right to protect
the digital charts from copyright infringement.
Copying these charts is a copyright infringement and thus illegal.
You do so at your own risk. Each person makes their own assessment as to
the probability of geting caught and fined.
