Unfortunately, people see the boats floating in the bay. They "see" the
possible waste going into the water. Occasionally, they see individuals
that stand on the edge (boat, dock or whatever) and let fly as nature calls.
Occasionally, people use paper products that float blazingly to the surface.
Occasionally a shower or sink drain spreads soap suds on the surface.
Occasionally, the surface is frothed from natural causes and "looks bad".
All of this is obvious to the casual bystander. What they DON'T see is the
effluent being discharged beneath the surface, often far from shore, by the
municipality they are paying taxes to. The system they are supporting to
"take care of it all". They don't want to think that anything but clean
drinking water is discharged. This at the same time they are spreading
toxins and fertilizer on their lawn, cleaning their paint brushes in the
sink connected to the city sewer, dumping all manner of chemicals down their
drains, spilling oils and gasoline in their driveways, at the stations they
frequent, and etc.
I agree with Norm, we need to do the best we can with what we have. Pass it
on down to our children and grandchildren. Better systems are available to
the conscientious boater, just not "legally" available. If they were
allowed, I am sure the occasional individual (the old "2%er") would, as
always, bypass, ignore, fail to maintain etc. But, as said by Norm, at
least we would be closer than we are now.
