    I think what Jerry is saying is this:

    Anyone can dump overboard at any time. Allowing ElectraSans will not change
    that. Allowing ElectraSans will give people an alternative to dumping
    overboard that is in most cases cleaner as far as E Coli and other biology goes than
    it would be if the black water were pumped ashore to be processed by shoreside
    facilities and then discharged back to the lake.

    The idea is that, given that because of various factors some black water is
    now directly discharged overboard, if we allow ElectaSans as an option the
    total overboard noxious discharge will be lessened from what it is now.
