I'd like to buzz in here....
A fully charged lead-acid battery (at rest) should have a voltage reading of
approx 12.7v. If your reading 13.2 or there abouts, your reading the float
charge from the charger, not the true battery voltage. at 12.0v your
batteries are considered fully discharged.
Sounds like you might have a bad cell on one of your house batteries.
you can test for this by disconnecting one of your batteries (assuming your
house is several 12v batteries connected in parallel) and see what the
monitor reads. Keep removing batteries until the 60 amp draw stops.
Note a shorted or bad cell ( 2 different things) can cause the bad batteries
to heat up, be careful if you elect to use the human sensor on them ( touch
test for temp)

Sounds like there is a short somewhere in the house
bank line that is sucking up 60 amps of charging
current without giving it to the batteries. At least
that's one possibility.
Measure the house bank voltage when it is drawing 60
amps -- it should go up from 12v.
On the other hand, maybe a big house bank that badly
needs charging would pull 60 amps from a charger
capable of producing that. All depends on the exact
equipment you have.
Maybe try connecting one battery at a time to the
system and see how it reacts. Somehow you need to
isolate where the problem is by disconnecting various
loads and watching the ammeter.
