    Fully charged lead acid batteries should show 13.2
    volts. If they are chaarging, then they should be
    higher than that, typically 14.7 in a running
    automobile.

    A battery bank that reads 12.0 volts has not been
    charged recently.

    Sounds like there is a short somewhere in the house
    bank line that is sucking up 60 amps of charging
    current without giving it to the batteries. At least
    that's one possibility.

    Measure the house bank voltage when it is drawing 60
    amps -- it should go up from 12v.

    On the other hand, maybe a big house bank that badly
    needs charging would pull 60 amps from a charger
    capable of producing that. All depends on the exact
    equipment you have.

    Maybe try connecting one battery at a time to the
    system and see how it reacts. Somehow you need to
    isolate where the problem is by disconnecting various
    loads and watching the ammeter.
