This is the whole point. The US put a 27% tarif on Canadian softwood,
the Canadians appealed to both NAFTA and the WTO and won repeatedly.
But the US refused to lower the tarif, and refused to rebate the more
than 2 billion dollars that have already been extracted from Canadian
lumber producers.
In retaliation, Canada has proposed a set of tarifs on several US
items including boats. The WTO and NAFTA will probably approve these
tarifs as legal because they are in retaliation for an illegal tarif
already in place.
What Canada wants to happen is what happened when Europe also got WTO
approval for retaliatory tarifs after the US put an illegal tarif on
steel. The US backed down and dropped the tarif.
So, if folks on this list want to write to pols to get this boat tax
rescinded then the US readers should lobby their politicians to drop
the softwood lumber tarif. This is especially true for anyone on the
list who is in the US boatbuilding business.
